July 10, 2024 – Due to the ongoing heavy rain, a flooding incident occurred in the Palmer Parking Structure, specifically within the visitor parking section located on the lower level (LL). The University of Michigan’s Parking Maintenance teams along with the Department of Public Safety and Security (DPSS) are actively on-site addressing the situation.

Currently, the permit parking areas within the structure have not been impacted by the flooding and remain open. Measures have been taken to temporarily close off the affected visitor section to prevent any additional vehicles from entering the compromised area.

Efforts are underway to safely move the vehicles that have been impacted by the waters to higher and unaffected levels within the parking structure. DPSS and Parking Maintenance personnel are coordinating the response to ensure minimal disruption and to expedite the mitigation process.

If you have questions regarding the process for filing a claim related to the flooding in the Palmer Structure, please contact Risk Management Services. UPDATE – July 10, 2024 – 2:00 p.m.

Due to safety precautions, electrical power to the structure will be turned off, which means elevators and lighting within the structure will not be operational during this time. The decision to cut power is to ensure the safety of all visitors, staff, and emergency personnel on site.

Despite the power shutdown, individuals currently parked in the structure will be permitted to retrieve their vehicles in order to vacate the premises. However, it is important to note that no vehicles will be allowed to enter until further notice.

UPDATE – July 10, 2024 – 6:00 p.m.

Palmer Parking Structure will continue to be temporarily closed for both visitor parking and permit parking until the power can be  restored and the facility is safe for use. 

Alternative parking areas include: Fletcher Parking Structure, Church Street Structure, Forest Street Structure, Thayer Parking Structure, or Thompson Street Structure.

UPDATE – July 11, 2024 – 8:00 a.m.

Palmer Parking Structure is still temporarily closed for both visitor parking and permit parking. Teams are working to pump water from the lower level of the parking structure.

To complete the work, the entrance and exit for the Fletcher Parking Structure from Palmer Drive has been temporarily closed. Please use the entry and exit on Fletcher Street to park at Fletcher Parking Structure.

Please continue to use alternative parking options: Fletcher Parking Structure, Church Street Structure, Forest Street Structure, Thayer Parking Structure, or Thompson Street Structure.

UPDATE – July 11, 2024 – 4:00 p.m.

Palmer Parking Structure will continue to be closed for visitor and permit parking for roughly the next 24 – 48 hours.

Pumping of the water from the lower level is nearly complete. After the water removal process has been completed, the next steps will be: restoring power, assessing facility safety, and performing necessary clean up.

UPDATE – July 12, 2024 – 3:30 p.m.

Palmer Parking Structure will continue to be closed for visitor and permit parking over the weekend and on Monday, July 15.

Pumping of the water from the lower level has been completed. Teams are currently inspecting and repairing the power infrastructure. Necessary safety assessments and cleanup will continue through the weekend and into Monday, July 15.

A status update will be provided on Monday afternoon.

UPDATE – July 15, 2024 – 4:00 p.m.

Palmer Permit Parking Update

Palmer Parking Structure will reopen for permit parking on Tuesday, July 16.

Partial power has been restored to the parking structure and teams continue to work through impacted systems to return them to normal operation. In the meantime, impacts to operations are as follows:

  • Due to elevator outages, ADA Parking will be temporarily relocated to Level 5 in the permit parking section. If additional assistance with ADA access is needed, please contact DPSS at (734) 763-1131.
  • Please note EV Charging stations will be temporarily disabled until normal power levels can be re-established.
  • Also note that although the gates to the parking structure will be raised, a parking permit is still required in the faculty/staff parking area.

Palmer Visitor Parking Update

Palmer Parking Structure will reopen for visitor parking on Wednesday, July 17.

Due to ongoing cleanup and assessment, Lower Level (LL) and the ramp to Lower Level will not be available for visitor parking.

Due to elevator outages, ADA Parking will still be available, but access to other levels will be limited to stairs or through alternative routes outside the parking structure. If additional assistance with ADA access is needed, please contact DPSS at (734) 763-1131.
